Charity Applications

SECC Application period begins February 1, 2024.

February 1 – March 31

All eligible nonprofit organizations interested in participating in the 2024 Delaware State Employees’ Charitable Campaign (SECC) must submit an application between February 1, 2024 and March 31, 2024. Regardless of previous participation, organizations must submit an application each year.

Please review section 2 of Executive Order 22 for eligibility criteria. The full application for the 2024 campaign will be available to download from this webpage. Organizations that have been approved to participate in the SECC for the last three consecutive campaign years (2021, 2022, 2023) are eligible to complete the abbreviated application. Contact the SECC Coordinator at SECC@delaware.gov for eligibility information.

Downloading Application

Before attempting to download the application, be certain that you have Adobe Acrobat Reader. If you do not, free software downloads are available on the Adobe Acrobat Reader website.

The application is a fillable PDF, which means that after you DOWNLOAD and SAVE the application to your computer or device you can type the organization’s information directly on the form.

Application Review Process

The application submission period opens February 1 and closes March 31. Steering Committee members will review applications as they are received in February, March and throughout the month of April with the goal of finalizing the list of approved charities in May.

Organizations approved to participate will receive notification of approval. In the event that the Steering Committee determines to reject an organization for participation in the campaign, the subject organization will receive notification that the Steering Committee has rejected its application stating the reason(s) for that rejection.

The Campaign

September 1 – October 31

The annual SECC starts September 1 and ends October 31. State employees have the opportunity to designate one-time or payroll deduction donations to one or more approved charities during the campaign. Many state agencies also host special events such as fundraising activities and informational sessions to help connect employees with participating charities.

Connecting with State Employees

Participating charities will be listed on the SECC website. This is updated each year after the application review process to include information about all approved charities including organization name, designation code, website and/or social media handle(s), organization descriptions, examples of services and/or resources the organization can provide with employee contributions, and charity type(s).

Receiving Donations

Checks

Approved organizations receive designated donations quarterly via check from the campaign administrator (United Way of Delaware) starting March 31 of the calendar year after the campaign. For example, if an organization is a approved to participate in the 2023 campaign, they will receive designated donations during the 2024 calendar year.

Any outstanding checks can be reissued by contacting United Way.

Donor Acknowledgement

Employees have the option to share their contact information with the designated charity to receive acknowledgement for their donations. The United Way of Delaware will also provide that information to charities after the campaign. If your organization does not receive donor information, it is possible that the donor(s) wish to remain anonymous. Feel free to verify any donor information with United Way of Delaware.
